Abstract: To hole spraying and gas exceeding the limit in drilling through strata of strong outburst seam，it is better to weaken the strength of hole spraying and improve the length of passing through seam and hole rate of drill hole through strata by using the technology of drilling with casing. The paper introduced design requirements，structure and operation principle of the device according to the functional requirements of torque device，and the diameter of torque peg were calculated check. That the key contact area of the device was analyzed by Finite Element Analysis provided the basis for structural design and processing of the device. Finally, industrial test was carried out. The results showed torque device was designed to meet the requirements, reliable performance and easy operation.
